Individuals that served at least one day in the active military, naval, or air service (including Reserve units and National Guard units activated for Federal Service).

• Discharged or released from service under any condition other than a condition classified as dishonorable
• A spouse of any veteran who died of a service-connected disability
• A spouse of any member of the Armed Forces serving on active duty who, at the time of application to the Veterans program, is listed in one or more of the following categories and has been so listed for a total of more than 90 days:

1. Missing in action
2. Captured in the line of duty by hostile force

• Forcibly detained or interned in the line of duty by a foreign government or power
• A spouse of any veteran who has a total disability resulting from a Service-connected disability, as evaluated by the Department of Veterans Affairs
• A spouse of any veteran who died while a disability was in existence

Veteran eligibility for the program will be verified through Veteran’s Certificate of Release or Discharge from Active Duty (DD-214).

Basic Career Services are available to any job seeker. Basic Career Services includes the following:

• Determination of WIOA Veteran’s Program eligibility
• Program intake and orientation
• Initial assessment of skills levels including literacy, numeracy, and English language proficiency, as well as aptitudes, abilities (including skills gaps), and support service needs.

1. Job Search and placement assistance
2. Career counseling
3. Provision of information on nontraditional employment and in-demand industry sectors and occupation.
4. Appropriate recruitment and other business services on behalf of employers, including information and referrals to specialized business services

• Referrals to and coordination of activities with other programs and services provided by Los Angeles County America’s Job Center of California, our Partners or any other programs deemed beneficial to the job seeker
• Workforce and labor market information such as:

1. Job vacancy listings in labor market areas
2. Information on job skills necessary to obtain vacant jobs listed
3. Information relating to local occupations in demand and the earnings, skills requirements, and opportunities for advancement for those jobs

Provisions of information on availability of Support Services and referrals to those services provided by other agencies may include, but are not limited to, the following:

• Assistance in establishing eligibility for programs of financial aid assistance for training and education programs not provided under WIOA

Individualized Career Services are available if determined to be appropriate in order for an individual to obtain or retain employment.

Individualized Career Services includes the following:

• Comprehensive and specialized assessments of the skills levels and service needs which may include:

1. Diagnostic testing and use of other assessment tools
2. In-depth interviewing and evaluation to identify employment barriers and appropriate employment goals

• Development of an Individual Employment Plan (IEP) to identify employment goals, appropriate achievement objectives and appropriate combination of services

• Group counseling
• Individual counseling
• Career planning
• Short-term pre-vocational services and Workforce preparation, such as:

1. Development of learning skills
2. communication skills
3. Interviewing skills
4. Punctuality
5. Personal maintenance skills

• Internships and work experience that are linked to careers
• Financial literacy services
• Out-of-area job search and relocation assistance
• English language acquisition
• Post-program follow-up services

Training services are available to individuals who, after appropriate interview, evaluation, or assessment and career planning, are unlikely or unable to obtain or retain employment that leads to economic self-sufficiency or wages comparable to or higher than wages from previous employment. Professional America’s Job Center of California staff will guide individuals into desired training that is appropriate to the individual’s skill level and career pathway.

• Occupational skills training, including training for nontraditional employment
• On-the-job training including registered apprenticeship
• Incumbent working training
• Workplace training and cooperative education programs
